check your internet connection is working. are you connected via wireless or direct to modem? check modem is working. Consult a manual if you have one.

check your settings on your browser. What browser are you using? for example in IE, go to Tools/Internet Options and click on Connections tabs. If at home, I doubt you have a proxy so click on Lan Connections - are they any boxes checked? uncheck them
If dialup, check your connection is configured properly - shout if you need help

you could also have ISP problems, though it happens, it doesnt usually stay around that long

do you have a problem with every single web site?

sometimes it is as simple as unchecking the "work offline" button in the file menu on your browser
