Is it good to design the width of a website at exactly 1024 pixels?

I am looking to design a website, and was wondering that since the screen resolution to design for is 1024, do I need to save some space for scrollbars, etc? Or should I design the width to be exactly 1024?

I've noticed from our tracking codes that a majority of people are using 1024 x 768 resolution. I would say that you should subtract a few pixels to accomate the left and the right. Try a 1000 pixel width.

I agree with texaspancake that if you're designing with screen resolution of 1024 pixels across in mind, you should substract some for borders and the vertical scrollbar.
I've found that 1000px may be just a couple of pixels too much, so now I choose 996 as my max.
