computer startup problem

From a cold start my computer makes a whirring and clicking noise. The whirring seems to be the CPU fan while the clicking seems to come from somewhere handy the CPU. Also, the decorative lights on the case flicker while all this is happening. If after about 15 seconds the OS hasn't started the whole thing just shuts off. Attempting a restart just results in a momentary power-on lasting usually about a second. Usually I have to wait about an hour before attempting a start-up again. When the thing does work and the OS starts successfully, the fan quietens down and everything seems to work fine until the computer just shuts itself off again, maybe in several hours. I have cleaned the heatsink on the CPU and all the cables are properly attached and all boards are seated properly. I suspect maybe the power supply...???
P.S. the clicking sounds like a relay or switch closing.

Have you double checked the hard drive also? I had one dead drive that clicked but never kicked into life. What make is it? The manufacturer may have some diagnostic tools to test the hard drive.

I found diagnosing tends to be trial/error. If not hard drive then need to substitute items if you can the h/w. Need to weigh cost against value now.

I do recommend you backup all your important files when your PC is running.

I found that the problem was the voltage regulator in my power supply. New PSU, end of problem. Thanks a bunch anyway.
