Well, if you want to use PDFs you will need a software like i.e. TallPDF ( http://www.tallcomponents.com/default.as...) which allows you to do this. We use Acrobat software but this is expensive!
Since you mentioned Crystal Reports, I suggest to look at Microsoft SQL Server Reporting Services. It is build in to SQL Server 2005 or an additional download for MS SQL Server 2000. You could define your invoice as a report and Reporting Services allows you to export them to PDF. It is all web service based and relatively easy to use.
