When plugging in the hard drive enclosre power supply and USB 2.0 cable connect, the device manager recognizes the hard drive as a Mass storage device, then suddenly drops it. check the jumper pins on your drive and make sure they're set to either master or cable select.
(don't mean to insult, but if your IDE cable doesn't have an alignment groove, you may have it inserted up side down.)

Hey, thanks for the fast reply and help! The dirve is set as master. I have tried it in CS, and slave with the same results. The IDE cable will only align one way. (grin). Any other suggestions

ok, I promise this doesn't hurt anything permanently.
open the device manager and delete ALL host controllers (one at a time) under the Universal Serial bus controllers. afterwards, scan for hardware changes. They reinstall automatically on their own.

knowing the following would help:
does the drive spin at all when you have the usb cord hooked up?
does it work if you connect it to another computer?
