How do I identify if a user has a Pop Up blocker activated?

I need to know how I can have my website detect whether or not the users have a pop up blocker activated for either their browser or other software so I can display a message to them that my site uses pop-ups. Anyone know how this is accomplished?

The window.open() method returns false if a popup blocker prevents it from opening.
