Try removing your stationary or signature or both. One of the two has some sort of ActiveX control in it. The ActiveX control was probably added as a result of you trying to make your stationary or signature too fancy.

outlook settings for signatures and stationary:
tools->options->mail format tab.
you might also want to try sending as rich text or text only. they're not pretty, but it's not possible for you to get an activeX error sending as text.

It could also be that you link to an ActiveX control in your signature.
