Startup Script for jinitiator deployment using Active Directory GPO .

I am trying to create a .vbs script which will do the following to a large number of computers in a domain environment .

1. Install a jinitiator.exe file when the computer is started up in a timely fashion - Note, I tried a basic .cmd script to run but it seemed very slow an not practical .
2. If the system is restarted again, the script should be able to tell that the jinitiator is already installed and thus not try to install the application again and again .
