when stress testing what does 403 forbidden mean?

I am doing some basic stress testing on my website with MS Web Application Stress Tool and if I the amount of requests per second is too high the response is a 403 Forbidden error.
I know that these pages are not forbidden, since it's the same ones that work fine if the stress level is lower, so I need to know why this error message is sent and if there's a way to correct it to permit serving more pages?
I'm testing on a windows xp professional machine with IIS 6 on it. The application is written in asp.net and accesses an MS SQL Server 2000.
Hope you can help me...

I found out that the full error message was:
HTTP 403.9 - Access Forbidden: Too many users are connected
So now I gotta figure out if that is an IIS restriction, my computer or my web application...

i also found out that i'm using iis 5.1, not 6, and that it apparently has a maximum of 10 concurrent connections it will handle...

well, now confirmed. iis 5.1 has a hardcoded 10 concurrent connections limit.
so i guess that's it. gotta test on a server os instead.
